The parks and recreation master plan for the Town of Groton, located on Connecticut’s southern shore, includes a comprehensive review of existing facilities, interviews with staff and Town officials, demographic and trends analysis, public facilitation of meetings with residents and stakeholders, a statistically-valid survey to determine needs and demands from users and non-users of the system and a financial and organizational departmental assessment.
