Athens Comprehensive Master Plan Update Open House

Norris Design kicked off the Comprehensive Master Plan Update for the City of Athens with a public open house event. Rick Leisner and Emily Larkin introduced the project team and steering committee members, and presented the project schedule, project logo and website. They also defined a comprehensive plan and discussed how it can benefit the community.

Community members engaged in the process by selecting their preferred goals for the plan. Goals were organized into 10 themes, including: city government, community character, community health, downtown, economic development, environment, land use, mobility, organizations/partnerships and public safety. This was the first of four open house events intended for this community planning process.



Moving forward into the next phase of the planning process, the Norris Design team will create several concepts for new commercial and housing developments in Athens. The team will also create concepts for Athens’ downtown to enhance walkability, calm traffic, establish more parking, and create an environment for more dining and entertainment.



The City of Athens, Texas, population 12,811, is located in Henderson County, at the intersection of U.S. Highway 175 and State Highway 31. The City limits cover 19 square miles with an Extraterritorial Jurisdiction (EJT) of one mile. Athens offers excellent quality-of-life amenities, low crime rate and tremendous job opportunities.
